1916: Statement by Rev. R. M. Labaree
In closing the Report of the Relief Work in the Plain of Urmia, January 1 to April 30, 1916, the Rev. R. M. Labaree makes the following recommendations born of bitter experience:
"A large number of spades and sickles will undoubtedly be needed by the very poor to help them to get work for themselves in the vineyards and harvest fields.
"If any bedding or clothing is to be provided for the coming winter, it should be prepared this summer and not wait until cold weather is upon us as last year.
"Undoubtedly there will be intense poverty next fall and winter with high prices of all foodstuffs. It is a situation that causes us great concern." (page 26)
