Wants Both Russians and Turks to Evacuate Country.

PETROGRAD, Jan. 4, (Associated Press.)-The Persian Charge d'Affaires today advised Leon Trotsky, the Bolshevist Foreign Minister, that the Persian Government had instructed him to open immediate negotiations with the authorities of the Smolny Institute, the headquarters of the Bolsheviki, for the evacuation of Persia by Russians.

The Persian note said instructions had also been sent to the Persian Legation at Constantinople for the commencement of negotiations for the evacuation of Persia by the Turks.
